Addresses reasons for success or failure of structural adjustment policies, the challenges of institutional reform, and the relationship between accountability and democratization. Finally, examines policy issues, such as cumulative wisdom about war-peace transitions, health policy and the response to HIV/AIDS, and the role of new regional organizations. |
